At prices published in September 2026, ERP licences for a small Portuguese manufacturer run from about €26 a month (Sage 50, no production module) to €95.30 per user a month (Business Central Premium), excluding VAT. Licences are the smaller part: in GETMILK's worked five-year example for a 50-person plant, replacing the ERP costs about €92,900 against about €40,000 for keeping it, cleaning its data and connecting it to AI assistants.
At prices published in September 2026, an ERP for a small manufacturer in Portugal costs from about €26 a month (Sage 50, with no production module) to €150 a month (Cegid Primavera Premium in the cloud), or €11.90 to €95.30 per user a month with Odoo and Microsoft Business Central, all excluding VAT [3] [5] [6] [8]. The licence is the smaller part of the bill. In GETMILK's worked five-year example for a 50-person plant with 15 ERP users, replacing the ERP costs about €92,900, while keeping it, fixing its data and connecting it to AI assistants costs about €40,000. The assumptions are below, so you can swap in your own numbers.
Key facts
- In 2025, 48% of Portuguese enterprises with 10 or more employees used ERP software, and 42% of those with 10 to 49 [1].
- Odoo costs €11.90 or €22.90 per user a month in the first year and €14.90 or €27.90 after it; only the Custom plan includes the external API [6]. A Portuguese association paid Odoo €12,888 for 60 Custom licences for one year in 2025 [16].
- Business Central costs €69.30 (Essentials) or €95.30 (Premium) per user a month, and manufacturing is Premium only [8].
- Public contracts show Business Central implementations at €18,210 and €105,881.60 [17] [18], and one ERP-to-portal API integration on PHC at €7,150 [19].
- The hourly labour cost in Portuguese manufacturing was €16.50 in 2025 [14], the rate we use for your own staff's time.
What do ERP licences cost in Portugal in 2026?
Published list prices, excluding VAT:
- Cegid PHC GO: €38.36 to €180.00 a month on a three-year term, for 2 to 8 users, with the Cegid Pulse AI included [2]. PHC CS and Evolution, which carry the Manufactor production module with MRP and touch-screen recording, publish no price [9] [10].
- Cegid Primavera Evolution: cloud from €100, €120 or €150 a month with two users, the Web API and production sold as extras [3]; on-premises Advanced from €849 a year [3]. Manufacturing is licensed only in the Premium and Ultimate editions [4].
- Sage 50: €25.91 to €77.99 a month for new customers, with no production module [5].
- Odoo: all apps, including manufacturing, on both paid plans [6].
- Business Central: Copilot included; a Team Members licence for limited users is €6.90 a month [8].
Public contracts are the only other place where Portuguese ERP prices are visible. Taviraverde, a municipal company, renewed its Primavera continuity contract for 2026 to 2027 at €13,461.66 [15]. Public bodies are not factories, and the records do not say whether VAT is included, so read them as orders of magnitude.
What does an ERP really cost over five years?
This is GETMILK's estimate, not a vendor quote. The plant: 50 people, 15 ERP users, an existing ERP (PHC CS or Primavera) that runs invoicing, stock and purchasing well, but whose production data is patchy and which no AI assistant can read.
Option A, replace it with Odoo Custom, the cheapest published plan that includes manufacturing and the API [6]. Option B, keep it, clean the master data and add a read-only Model Context Protocol (MCP) layer, the open standard that lets ChatGPT, Claude or Copilot call a fixed set of tools on your system.
| Cost line, five years | A: replace with Odoo | B: keep and connect | How we got the number |
|---|---|---|---|
| Licences or maintenance | €24,210 | €20,000 | A: 15 users × €22.90 × 12, then €27.90 for four years [6]. B: our assumption of €4,000 a year for the current ERP |
| Implementation or connection | €19,980 | €4,400 | A: 400 hours, two Pro Success Packs at €9,180 and €10,800 [7]. B: GETMILK read-only MCP €2,900 plus an assumed €1,500 API licence |
| Hosting and support | €8,640 | €5,400 | A: 40 hours a year for years 2 to 5 at €54, the recurring Pro pack rate [7]. B: GETMILK hosting at €90 a month |
| Data migration and master data | €15,840 | €9,660 | A: 3 key users × 40 days × 8 h × €16.50 [14]. B: 3 months of a GETMILK embedded engineer at €1,900, plus 240 internal hours |
| Training | €5,940 | €495 | A: 15 users × 24 h × €16.50. B: 15 users × 2 h |
| Integrations redone | €14,300 | €0 | A: two integrations (e-invoicing, bank or EDI) at the €7,150 of a public PHC API contract [19]. B: existing ones keep working |
| Old ERP during overlap | €4,000 | €0 | A: one more year of maintenance while both run |
| Total | €92,910 | €39,955 |
Four assumptions move the result most. The €4,000 a year for the current ERP sits between Primavera's published €849 entry [3] and the €13,461.66 public continuity contract [15]; check your own invoice. The 400 implementation hours are a guess for a plant with production; public Business Central implementations ran from €18,210 to €105,881.60 [17] [18]. Internal time is costed at the manufacturing average of €16.50 an hour [14], which understates what key users and engineers cost. And B assumes the current ERP can hold your production data.
Swap Odoo for Business Central Premium and licences alone become €85,770 over five years (15 × €95.30 × 60 months) [8].
When should you replace the ERP instead?
Replace it when it cannot hold what you need: no production module and none you can buy, a version the vendor no longer supports, or no licensed way to get data out. Then option A is the price of a system that works, and the table shows where to negotiate. A cheaper licence rarely saves the project; fewer re-entered records and fewer rebuilt integrations do.
Before you decide, check two licence gates. Primavera's Web API is licensed only in Plus, Premium and Ultimate [4], and Odoo's external API is only in Custom [6]. If your edition lacks it, the upgrade belongs in option B.
Do you need an MES too, or should you fix the ERP data first?
Fix the ERP data first. The ISA-95 standard puts the ERP at level 4, business planning, and the manufacturing execution system (MES) at level 3, running production on the floor [20]. SAP's own summary is that ERP data tells you what to make, while an MES combines it with shop-floor data to decide how [21]. MRP, the material planning inside the ERP, multiplies whatever errors sit in item codes, bills of materials and routings.
Our order for any ERP: one code per physical item with its unit and lead time; a bill of materials for every product you sell; routings with set-up and run times checked on the floor in the last year; work centres with capacity and an hourly rate; stock accuracy on the items that stop production. This is where our factory modernisation work starts, and you can do it in-house.
An MES earns its cost when you dispatch in real time across many work centres, when customers want operation-by-operation traceability, or when you want machine-level measures such as those ISO 22400-2 defines for manufacturing operations management [22]. Many plants already pay for the basics: PHC CS Manufactor has touch-screen recording of times, stops and quantities [10], and Primavera Manufacturing includes data-collection terminals in Premium and Ultimate [4].
How does connecting the ERP to AI work in 2026?
Microsoft's Business Central MCP server lets Copilot Studio, Claude and ChatGPT read its API pages, read-only by default, with writes enabled per page by an administrator [11]. Odoo's MCP server exposes generic read tools behind an API key with an MCP scope [12]. For PHC CS, the software house TotalSoft launched one on 10 August 2026, without direct database access [13]. For Primavera, Eticadata and Sage we found no official one, so it is built on the ERP's API.
Your team asks "what is in stock for item X" or "which orders for customer Y are late", and the answer comes from the ERP you already have. Read-only comes first; draft quotes later, always approved by a person. The details per ERP are in MCP server for your ERP, and the security side in NIS2 and connecting your ERP to AI.
What to do next
- Pull three numbers from your own books: what the current ERP costs a year, how many people use it, and what each integration cost to build. Put them into the table above in place of our assumptions.
- Run three data checks: how many sold products have no bill of materials, how many bills contain zero-cost components, and when routing times were last compared with the floor. If the answers are bad, a new ERP will inherit the same problem.
- If the ERP holds up, connect it. GETMILK builds a read-only MCP server on your ERP from €2,900, with hosting from €90 a month; if the data needs work first, an embedded engineer starts at €1,900 a month for one day a week, three-month minimum, prices excluding VAT. We do not resell ERPs. If your ERP genuinely cannot hold production data, you do not need us yet: get two written implementation quotes first.

Questions people ask
- How much does an ERP cost for a small business in Portugal?
- At published prices, excluding VAT: Sage 50 from €25.91 a month, Cegid PHC GO from €38.36 a month on a three-year term, Cegid Primavera Evolution in the cloud from €100 a month, Odoo from €11.90 per user a month and Business Central from €69.30 per user a month. Entry plans cover two to eight users and usually no production module. Implementation, integrations and your own staff time come on top and are usually larger than the licences.
- How long does it take to implement an ERP in a factory?
- Public contracts give a range: a Business Central implementation for a municipal park set an execution period of 1,096 days, and one for the Porto transport authority 730 days, including training and go-live support. For a 50-person plant, plan for several months of work by your own key users on items, bills of materials and routings, whatever the vendor quotes.
- Primavera or PHC: which is better for a manufacturer?
- Both belong to Cegid. At entry level PHC GO is cheaper, but for production the real comparison is PHC CS with the Manufactor module against Primavera Manufacturing, which is licensed only in the Premium and Ultimate editions. Neither publishes a price for those, so ask for a written quote with licences, modules, implementation hours and the API licence listed separately.
- Do I need an MES as well as an ERP?
- Not until the ERP's master data is right. An MES pays when you need real-time dispatching across many work centres, operation-by-operation traceability or machine-level performance data. PHC CS Manufactor and Primavera Manufacturing already include shop-floor recording, so try what you pay for first.
- Can I connect ChatGPT or Claude to my existing ERP instead of buying a new one?
- Usually, yes, if the ERP has an API your licence allows you to use. Business Central and Odoo have official MCP servers, PHC CS has one from a Portuguese software house, and for Primavera, Eticadata or Sage one is built on the ERP's API. Start read-only, with a dedicated user and an audit log.
