Digitalisation funding for manufacturers in Portugal in 2026: who pays, how much (50% to 80%), and how not to miss the window

There is no Vale Digitalização open on the Portuguese mainland in 2026, and that changes the strategy. The money that exists sits in the Portugal 2030 incentive systems, where consulting, software and AI are eligible costs at 50%, 60% or 80% depending on the line. This guide explains each option, what it funds, who can apply, the deadlines to March 2027, and the checklist a 10-to-250-person plant must pass before signing anything.

In 2025 only 63.9% of Portuguese SMEs reached basic digital intensity, against 71.4% in the European Union, and just 11.5% used artificial intelligence [11]. The public money to close that gap exists and is generous, but in 2026 it is not where most managers look for it. There is no Vale Digitalização open on the mainland [1]. What is open are the Portugal 2030 incentive systems, where a plant of 10 to 250 people can have 50%, 60% or 80% of its digitalisation paid, provided it follows rules this guide sets out one by one.

What happened to the vouchers

For years the shortest route for an SME to pay for consulting and software with European funds was the voucher: a fixed amount, a high rate, a simple application, spent with an accredited entity. In 2026 that route is closed on the mainland. The Portugal 2030 Annual Plan of Calls, in its 14 September version, lists Vale Inovação, Vale Spin-off, Vale R&D Certification and Vale R&D Internationalisation only in the Azores programme [1]. Neither COMPETE 2030 nor Norte 2030 has any Vale Digitalização open [13]. The PRR Digital Transition Services Catalogue, which fed the €10,000 Coaching 4.0 vouchers, exhausted its allocation and its last supplier accreditation call closed in 2025 [8] [12].

Pages that keep advertising a "Vale Digitalização 2026 up to €20,000 at 75%" cite no call reference. Until a call exists, there is no application. It is worth saying plainly, because many managers are waiting for a window that will not open this year.

Where the money is: the incentive systems

The good news is that the Portugal 2030 incentive systems fund exactly the same kind of spend, with two differences. The project is designed by the company, not picked from a catalogue. And the provider needs no accreditation at all: it is a line in the applicant SME's budget [2]. That is both more work and more freedom.

Three readings of this table.

Qualificação das PME is the right line for most plants. It is the one that directly funds "digitalisation of the business model": the quoting system, RFQ automation, AI integrated with the ERP, the technical data package customers demand. The previous call, from 2024, defined this scope and is the best forecast of what is coming [2]. The rate is 50%, with no prohibitive minimum.

SIID Demonstrators is for those who already have technology and need to prove it in a factory. It funds demonstration, not research. An industrial SME can be the demonstration site for another company's technology, in co-promotion, and have that participation funded at 80% [3].

The closed lines still pay. Companies approved under the AI for SMEs line have execution until mid-2026 [7]. If yours is one of them, the budget exists and the only question is where to spend it well.

What you need before applying

These conditions are common to the lines above and are worth checking before asking any provider for a proposal.

1. A valid SME certification from IAPMEI. It is free, done online and requires the previous year's IES filed; certifications lapse after the IES deadline [9].
2. An account on Balcão dos Fundos with the company's digital mobile key. It is where applications are submitted [10].
3. A clean tax and social-security position, with no-debt certificates from the Tax Authority and Social Security.
4. Organised accounting, and the company cannot be an "undertaking in difficulty" under the EU definition.
5. An eligible activity code. Manufacturing is; retail and financial activities are generally excluded.
6. Own funds to finance about 25% of the investment; the grant is paid as costs are evidenced.
7. The project cannot have started. No signed contract, award or invoice to the provider before the application date. It is the mistake that invalidates the most applications.
8. De minimis headroom. Earlier aid counts towards the ceiling; know what you received in the last three years.

If your company passes all eight, what remains is to design the project well and have the quotes ready on the day the call opens.

How to prepare the Qualificação das PME application for October

The call has not yet been published, but the scope of the previous one and the timetable of the Annual Plan of Calls allow everything to be prepared in advance [1] [2]. The sequence we recommend to the plants we talk to:

1. Diagnosis. Thirty minutes with the owner or plant director to map where manual hours go: quoting, answering RFQs, data sheets, supplier searches. The output is a one-page map of the three highest-return automations.
2. Project. Each automation becomes a budget line with objective, deliverable, timeline and provider quote. That is what the application asks for and what evaluators compare.
3. Documents. SME certification, certificates, IES, de minimis declaration, dated quotes. All ready before the call opens.
4. Submission in the opening week. Regional allocations run out; late entrants land on a waiting list.
