Almost nothing new. On 27 September 2026 no PRR call was open to a mainland manufacturer, and the Linha IA nas PME (75% grant) closed on 21 November 2025. Approved PRR projects can spend until 31 December 2026; new money comes from Portugal 2030, which plans 85 calls worth about €852 million by December.
Almost nothing new can be started with PRR money. When we checked the official pages on 27 September 2026, no PRR call was open to a manufacturer on the mainland, and the line that fitted digitalisation best, the Linha IA nas PME with its 75% grant, stopped taking applications on 21 November 2025 [4] [5]. What the PRR still pays for is eligible spending on projects that are already approved, until 31 December 2026 [3]. New money for factories now comes from Portugal 2030, which plans 85 calls worth about €852 million before the end of the year [10].
Every status in this article is dated. Calls open and close weekly, so each line below says what the official page showed on the day we checked it.
Key facts
- Portugal's PRR allocation is €21.905 billion; by 7 August 2026 the country had received €17.23 billion, or 79% [2].
- Milestones had to be met by 31 August 2026, the last payment request goes in September, and the last EU disbursement is expected at the end of 2026; payments to companies continue in 2027 [1].
- The Linha IA nas PME paid 75% as a non-repayable grant, up to €300,000 per company, from a minimum investment of €5,000 [4]. It is closed [5].
- SIAC Digitalização 2026 was an invitation to IAPMEI only, worth €2 million; no company could apply [7].
- The Portugal 2030 plan runs to August 2027 with 172 calls worth €2 billion; COMPETE 2030 carries €311 million of the calls due by December [10].
- SIID Demonstradores is open until 29 December 2026 (status as checked on 27 September 2026) [9].
Is any PRR call still open for a manufacturer?
No, as far as the official list shows. Recuperar Portugal publishes every PRR call with its beneficiary type and a status. On 27 September 2026 the only company call marked open was an Azores capital programme. Every mainland company line we opened, including both Linha IA nas PME calls and the Linha Reindustrializar for regions hit by the storms, was marked closed [12].
The calendar explains why. Milestones and targets had to be completed by 31 August 2026. The tenth and last payment request is submitted in September, the Commission assesses it by November, and the last disbursement is expected at the end of 2026 [1]. The plan is in its closing phase, not its spending phase.
What happens to projects that are already approved?
They continue. In May, the president of Recuperar Portugal said that beneficiaries can keep executing eligible expenditure, including staff costs, until 31 December 2026, as long as it fits the PRR rules and the approved contract [3]. Payments to final beneficiaries will continue through 2027, after the last EU transfer arrives [1].
For a factory with an approved project, the list is short: finish the deliverables, invoice and pay inside the eligible period, and keep the evidence the final payment claim will ask for. In our view, the projects at risk are the ones that have not started spending yet.
Why is the Linha IA nas PME a trap in search results?
Because people still search for it, and many pages still describe it as if it were open. In our keyword research, searches such as «ia nas pme candidatura» and «ia nas pme resultados» are still live.
It was the best fit a factory ever had for AI. The 2025 call, Aviso 03/C05-i14.01/2025, paid a non-repayable grant "à taxa de 75%", with a limit of €300,000 per company under the de minimis rules and a minimum eligible investment of €5,000 [4]. Eligible costs included software and SaaS subscriptions, and the consultancy and training needed to integrate them [4]. Applications ran in two phases from 30 September 2025 [4] and closed at 17:59 on 21 November 2025 [5].
The 2026 follow-up, Aviso 07/C05-i14.01/2026 with €80 million, is not a new call. It exists only to fund the projects that scored 4.00 or more in phase II of the 2025 call, and those applications are considered automatically [6]. If a supplier promises you a 75% grant for an AI project today, ask for the call reference number.
Can a factory apply to SIAC Digitalização?
No. The 2026 SIAC Digitalização call, COMPETE2030-2026-3, was an invitation addressed to IAPMEI, the only entity that could apply. It carried €2 million from FEDER for the Norte, Centro and Alentejo regions, with applications from 31 March to 31 July 2026 [7]. SIAC stands for collective actions: the call's aim is to build an ecosystem that favours the digital transformation of companies, particularly SMEs [7]. It does not pay grants to individual manufacturers.
Is there a Vale Digitalização in 2026?
Not on any official page we could find. The Portugal 2030 annual plan (version of 14 September 2026) lists vouchers, but they are Azores vouchers for innovation, R&D and intellectual property, plus a "Vales ESG" call that COMPETE 2030 plans for 1 October to 30 November 2026 with €4 million for Norte, Centro and Alentejo [11]. None is called Vale Digitalização.
Third-party pages quote amounts and rates for a 2026 Vale Digitalização, and they do not agree with each other. We do not repeat those figures. Until a call with a reference number appears on portugal2030.pt, compete2030.gov.pt or iapmei.pt, there is nothing to apply to.
What can a factory still fund before the end of 2026?
The honest answer is: less than the headlines suggest, and mostly through Portugal 2030. This is what the official pages showed.
| Instrument | What it funds | Status as checked on 27 September 2026 |
|---|---|---|
| Linha IA nas PME, Aviso 03 (PRR) | AI adoption by SMEs, 75% grant, up to €300,000 | Closed on 21 November 2025 [4] [5] |
| Linha IA nas PME, Aviso 07 (PRR) | €80 million for Aviso 03 phase II projects scoring 4.00 or more | Closed, no new applications [5] [6] |
| SIAC Digitalização, COMPETE2030-2026-3 | €2 million collective action, IAPMEI only | Closed on 31 July 2026 [7] |
| SICE Inovação Produtiva, MPr-2026-6 | Innovative productive investment by SMEs, from €300,000 eligible | Open until 30 September 2026, 17:00 [8] [15] |
| SIID Demonstradores, MPr-2026-7 | Industrial demonstration of completed R&D, SMEs and small mid-caps | Open until 29 December 2026, 17:00 [9] |
| SITCE Descarbonização, MPR-2026-01 | Energy efficiency and decarbonisation | General regime closed on 29 May 2026; phase 3 open until 30 December 2026 for large companies only [13] |
| SIID I&D Empresarial | Business R&D | Planned 30 September to 31 December 2026, €40 million [11] |
| Vales ESG, simplified projects | ESG criteria in companies | Planned 1 October to 30 November 2026, €4 million [11] |
| SIQRH Formação Empresarial | Business training | Planned September to December 2026, €20 to €25 million per call [11] |
| Rede de Fornecedores Inovadores, MPr-2026-5 | Anchor companies and their SME supplier networks | Open until 30 December 2027 [14] |
Three notes on the table. SICE Inovação Produtiva requires at least €300,000 of eligible spending [15], so it suits a new line or a real capacity expansion, not a software project; if you read this after 30 September, it is closed. SIID Demonstradores is for companies validating R&D they have already completed, not for buying tools [9]. And planned dates are indicative until the call itself is published.
The Rede de Fornecedores Inovadores deserves attention from suppliers. Anchor companies apply first with a strategy and action plan; specific calls then fund the companies that will carry out the selected initiatives, including SMEs [14]. For a Portuguese supplier, the practical step is to be known, with verifiable capabilities, by the anchor companies in its sector.
What should a factory do between now and December?
Our advice, based on the calendar above:
- If you have an approved PRR project, close the spending by 31 December 2026 and prepare the evidence now [3].
- If you are planning a digitalisation project, design it so it pays back without a grant. Itemise the budget the way calls define eligible costs (software, integration, training), so it is ready if a fitting call opens.
- Look at the calls that do exist: business training, ESG vouchers, and R&D if the work is genuinely R&D [11].
- Date-stamp every funding claim you read or send, including in your own proposals, and always link the call.
How GETMILK can help
The digitalisation audit starts with a free 30-minute call that ranks the three automations worth doing first. The written on-site diagnostic costs €490 (our price, excl. VAT) and is credited in full against the first project. It includes a funding check, stated only when a call is actually open, with the official link. We do not sell grants and we do not promise them.
If AI is the project you have in mind, read how much an AI agent costs a factory in 2026. If you are not sure where to start, the digital maturity test for manufacturers is the shorter route.
We will update this page every month until the PRR closes, with the date of each check.

Questions people ask
- Is the PRR still open for companies?
- Not for new applications on the mainland. On 27 September 2026 the Recuperar Portugal call list showed every mainland company call as closed; the only company call marked open was an Azores capital programme. Projects already approved can execute eligible spending until 31 December 2026, and payments to beneficiaries continue in 2027.
- Is the Linha IA nas PME still open?
- No. Aviso 03/C05-i14.01/2025 paid a 75% non-repayable grant, up to €300,000 per company, and closed to applications at 17:59 on 21 November 2025. The 2026 Aviso 07 (€80 million) only funds projects that scored 4.00 or more in phase II of the 2025 call; it takes no new applications.
- Can my company apply to SIAC Digitalização?
- No. The 2026 call COMPETE2030-2026-3 was an invitation to IAPMEI only, with €2 million for Norte, Centro and Alentejo, open from 31 March to 31 July 2026. Companies could not apply.
- Is there a Vale Digitalização in 2026?
- We found none on the official sites. The Portugal 2030 annual plan of 14 September 2026 lists Azores R&D vouchers and a Vales ESG call planned by COMPETE 2030 for 1 October to 30 November 2026, but no Vale Digitalização. Figures quoted by third-party pages are not backed by a published call.
- Which Portugal 2030 calls are open for manufacturers?
- As checked on 27 September 2026: SICE Inovação Produtiva until 30 September 2026 (minimum €300,000 of eligible spending), SIID Demonstradores until 29 December 2026, and phase 3 of SITCE Descarbonização until 30 December 2026 for large companies only. The plan also schedules SIID business R&D, business training and Vales ESG calls before the end of 2026.
- Until when can an approved PRR project spend?
- Until 31 December 2026, within the rules of its financing contract, according to the president of Recuperar Portugal. The last Commission disbursement is expected at the end of 2026 and payments to final beneficiaries continue during 2027.
